You have probably noticed there is only a pull-cord.
If these are like most of the blinds I've owned, the rotating rod that allows you to adjust the angle of the blinds has broken off, leaving you with the option of trying to turn the hook where the rod used to attach, or just pulling the blinds up by the cord whenever you want some light.
Or, it could be that I just forget to add a straight line to represent the afore-mentioned rod...
